Phase 1 also completes the transparency lifecycle with neural fingerprint authentication through Card Birth Certificates: on breaks where the breaker has switched it on, every raw card gets a flatbed scan and a permanent, tamper-evident record linking the on-stream pull, the scan, and the card's facts.
